This a learning environment, where we can try out ideas and not hurt anything.
In this case I think you created Home Energy Projects at too high a level.
A category needs to be something that is broad enough so that it can support multiple forums, and each forum can support multiple topics.
Home Energy for a specific home would be a good candidate for a forum.Topics could be defined for ground layout, electric wiring, plumbing and other similar divisions under the title for a specific home.
My suggestion would be:
Category: Projects
Forum: Home Energy Projects in General
Topics: Solar
Topics: Wind
Topics: Geothermal
Topics: Hydrocarbon fossil fuels
then..
Forum: Home Energy Project for 123 Jones Street, Louisville, Kentucky
Topics: vendors
Topics: financing
Topics: modifications to home
Topics; modifications to land
etc
